Change For a Better Economy

When people are being encouraged to change, this indicates they should make or become different. The Winds of Change article explains how difficult change can be for people, especially in our democracy. According to the reading, Senator George T. McClure served on the U.S. Senate Committee on Environment and Public Works and did not have full knowledge of environmental protection. He counted on a friend and colleague James J. Envigood for information. In 2008 McClure retired and Envigood was his successor. Once Envigood was in his role, he looked to and employee and another friend of McClure John Bury to outline non-regulatory ways to implement environmental protection policy. Envigood and Bury were two personalities that collided, and it cost Bury his position as Chief of Staff. After Bury started his own firm, it was not successful due to lack of clients turned to McClure to see if he could speak to Envigood about given a second chance. Will success, Envigood rehired him as senior staff and requested the same information from him. In assumption, John Bury took this opportunity to prove he is good at his job. Implementing non-regulatory policies for positive outcomes in our society can pose has a difficult task especially for political officials in office. This article will give two implementations that can be very effective in environmental protection.

Influence of Leadership

Leadership in politics can have great influence on public policy. Our democracy is full of leaders that are responsible for creating policy change for the improvement of our environment (Wiatr, 1988). When implementing regulations on the people can create controversies, therefore James Envigood wanted to find non regulatory ways of implementing positive change for the protection of the environment (Laureate Education, 2014). Once Bury was rehired he wanted to prove he can be a great leader for the people in our country (Laureate Education, 2014). I will be discussing the best non regulatory ways he could implement positive change.

Non-Regulatory Policies

Non regulatory policies are tools used that do not require organizations to adhere to the laws (Hsueh & Darnall, 2017). These policies are used alongside of regulatory provisions to implement change in our environment. These include but are not limited to:

• TRANSFER OF POWERS

• DESIGN GUIDELINES

• STRATEGIC PLANNING

• EDUCATION

• REGIONAL BIODIVERSITY FORUMS

• FUNDING PROGRAMMES

• COMMUNITY MONITORING

- ("Environmental Guide," 2019)

Using any of these policies can help bring the people together in our democracy to want to change for the better of our society. Education and Community monitoring stands out for me because many are not aware of the importance of environmental protections. One can assume if these two policies were implemented during the Flint water crisis or hurricane Katrina, the outcome could have been better prepared for.

Community Monitoring

This system allows citizen participation either by measuring, recording and communicating information the others or having citizens participate in determining what works best for their community (Hsueh & Darnall, 2017). If government in either of this disaster incorporated the communities, Flint water crisis could have been avoided by having someone monitor prior to the switch ad/or having the community participate in determining if they wanted to switch. This also provides communities with the needed education about their environment.

Education

One cannot measure how important education is, especially when it comes to people’s environment. When people are educated, they can process the information themselves and able to make decisions based on what they learned ("Environmental Guide," 2019). When the government warned about the levy’s in Hurricane Katrina, it was too late for people to process the information and this impacted their outcome, this also goes for the Flint water crisis. Our democracy uses the lack of education to manipulate the people. Through community participation, members can obtain information and pass it along to others through seminars, flyers and emails. With our strong social media technology, education about one’s environment should not be hard to advertise ("Environmental Guide," 2019).

Conclusion

Environment protection is very important, yet many are not aware of the dangerous. Our democracy is supposed to have a duty to service the people for the better, yet we still have unnecessary failed disasters. This leads me to believe, implementing is not the problem, it’s the leadership that is elected.
